Public Financial Management

TEAM Consult has been extensively involved in the development of public financial management systems in Nepal, including the Financial Management Information System (FMIS), District Expenditure and Control System (DECS), Budget Management Information System (BMIS) and Line Ministry Budget Information System (LMBIS) used by different departments and agencies under Ministry of Finance (MoF) as well as their integration into one single computerized system. TEAM Consult also developed and integrated the Treasury Single Account System (TSA) into this system – still used by the District Treasury and Comptroller Offices.

Post-federalization, TEAM Consult designed, developed and rolled out the Subnational Treasury Regulatory Application (SuTRA) as the local financial management system along with improving the system to make it more responsive and adaptive to local needs and best practice. TEAM has also conducted multiple fiduciary risk assessments to recommend risk mitigation strategies for public spending by the Government of Nepal and its development partners.

Policy Analysis and Development

TEAM Consult has conducted policy research on tax reform and holistic long term revenue policies for the Ministry of Finance. We developed operational guidelines for the Investment Board of Nepal for effective and efficient operation of the fund as per legislative provisions. We have also been involved in the development of gender-responsive budgeting procedures, GESI policies, procurement procedures and guidelines, and financial management and fund disbursement policies and procedures at the local level as well as PFM procedures at the national level.

Governance

TEAM Consult has implemented various activities in the governance sector, including capacity building of local elected representatives, support in policymaking and implementation, and the development of technical systems to make governance in Nepal more effective.

Leveraging on the existing relationships, TEAM Consult also formed federal Nepal’s one of the first Public Accounts Committees (PACs) at the local level by piloting it in a local government of Madhesh Province. PACs were then further tested in one local government each of Bagmati, Gandaki, Koshi and Sudurpaschim Provinces.

Strategic Management

TEAM Consult has provided strategic advisory services to various Government of Nepal entities including Ministry of Health, Ministry of Finance, PEFA Secretariat, FCGO, OAG, etc. on demand.

Health

TEAM Consult has supported the development of financial management systems in the Ministry of Health. We have also conducted various assessments and strategy studies to improve personnel and logistical management and service delivery in the health sector.

Education

TEAM Consult has conducted various studies on the quality of and access to basic and primary education and civic education at the community level in Nepal.

Climate Change and Livelihood

TEAM Consult has provided technical support and advisory services to support the Government of Nepal and its development partners in making poor, marginalized and vulnerable communities in Nepal more resilient and adaptive to climate change through development of policies and capacity to finance, design and deliver appropriate interventions. We have also provided advisory services with the aim to increase the access of rural communities to agricultural services and promote the poor and excluded communities to access participatory processes.

Public Sector Development

TEAM Consult has worked with Ministries of Physical Infrastructure and Transport, Forest and Environment, and Energy through a private-public partnership model to study the feasibility of and encourage investment in large-scale infrastructure projects in Nepal.

Research Survey and Analysis

TEAM Consult has conducted various surveys, research and scoping projects in the social development sector covering topics such as employment, investment climate, social security provisions, impact of climate change interventions, access to basic services, and the state of marginalized and vulnerable groups in Nepal.
