Public Financial Management Project

PFMP (2008 – 2011) was designed through Enabling State Programme (ESP) to provide follow-up support to upgrade the Financial Management Information System (FMIS) with the new chart of accounts based on GFS 2001. The main objectives of the project were to develop the FMIS into a full double entry accounting system and to develop reporting to international standards.

Federal

Our activities include:

  • Development and implementation of a new budget classification system, Integrated Financial Management Information System (IFMIS).
  • Introduction of a new project management system, consisting of reporting of both expenditure and revenue, for Line ministries and implementation of a new coding system.
  • Upgrading the systems of Revenue Accounting System (RAS), District Expenditure and Control System (DECS), Financial Management Information System (FMIS), Budget Management Information System (BMIS) and Line Ministry Budget Information System (LMBIS).
  • Training and transfer of knowledge to the end users was emphasized throughout the project.

Ministry of Health

Provided advisory support to implement Financial Management Improvement Plan (FMIP) and financial framework development for health institutions. Piloted financial management reporting (FMR) reporting in Ministry of Health; conducted fiduciary risk assessments; revised FMIP; conducted analytical studies on financial management system of health institutions and impact and efficiency of virements on MoH programmes as well as budget allocation criteria.

Ministry of Federal Affairs and Local Development

Provided advisory service to handle various issues of Public Financial Management. Supported reform of the financial sectors of local bodies; human resources development of District Development Committee in Accounting Software (DDCFAMP) and Audit Observation Record and Tracking System (AORTS). Rolled out software and trained end users to implement Accounting Software of MoFALD Central Financial Management Information System (CFMIS).

Public Expenditure and Financial Accountability

Provided advisory and technical support for finalization of second PEFA Assessment Report, 2015; second PFM reform action plans; reform strategy and programme for phase two; development of internal control system and integrated SPFM-III project document. Developed appropriate PFM tool for local government use to collect revenue, prepare and execute budgets and keep accounts for expenditure.

Ministry of Finance

From 1997 to 2003, TEAM Consult worked closely with the Ministry of Finance to develop the customized Financial Management Information System (FMIS) for the Budget Division and Financial Comptroller General’s Office (FCGO). This system comprises of four integrated modules where information is transferred electronically from one module to another through user-defined system utility tools: the Budget Management Information System (BMIS), Line Ministry Budget System (LMBS), Financial Management Information System (FMIS), and District Treasury Control System (DECS). Sub-modules are integrated with all four core modules to work as a single system.

We later provided follow-up support to upgrade the Integrated Financial Management Information System (IFMIS). Upgrading involved implementing a new budget classification system; introducing a new project management system for line ministries (where both expenditure and revenue are reported); implementing a new coding system; improving the electronic transfer of data at the sub-district level; and upgrading the present system of RAS, DECS, FMIS, BMIS, and LMBIS.

TEAM Consult has worked with the Ministry of Finance on a number of other projects since.
