National Health Sector Programme 3 – Procurement And Public Financial Management (PPFM)

NHSP3-PPFM (2017 – 2022) is a program to support FCDO and its pooled fund development partners in monitoring and managing fiduciary risk to ensure FCDO’s financial aid in the health sector is spent in a transparent and accountable manner which delivers good value for money, promotes procedural integrity of the Ministry of Health’s financial management and procurement practice, and creates confidence to allow development partners to continue financial aid in the health sector.

Ministry of Health

Provided advisory support to implement Financial Management Improvement Plan (FMIP) and financial framework development for health institutions. Piloted financial management reporting (FMR) reporting in Ministry of Health; conducted fiduciary risk assessments; revised FMIP; conducted analytical studies on financial management system of health institutions and impact and efficiency of virements on MoH programmes as well as budget allocation criteria.

Ministry of Federal Affairs and Local Development

Provided advisory service to handle various issues of Public Financial Management. Supported reform of the financial sectors of local bodies; human resources development of District Development Committee in Accounting Software (DDCFAMP) and Audit Observation Record and Tracking System (AORTS). Rolled out software and trained end users to implement Accounting Software of MoFALD Central Financial Management Information System (CFMIS).

Public Expenditure and Financial Accountability

Provided advisory and technical support for finalization of second PEFA Assessment Report, 2015; second PFM reform action plans; reform strategy and programme for phase two; development of internal control system and integrated SPFM-III project document. Developed appropriate PFM tool for local government use to collect revenue, prepare and execute budgets and keep accounts for expenditure.

Ministry of Finance

From 1997 to 2003, TEAM Consult worked closely with the Ministry of Finance to develop the customized Financial Management Information System (FMIS) for the Budget Division and Financial Comptroller General’s Office (FCGO). This system comprises of four integrated modules where information is transferred electronically from one module to another through user-defined system utility tools: the Budget Management Information System (BMIS), Line Ministry Budget System (LMBS), Financial Management Information System (FMIS), and District Treasury Control System (DECS). Sub-modules are integrated with all four core modules to work as a single system.

We later provided follow-up support to upgrade the Integrated Financial Management Information System (IFMIS). Upgrading involved implementing a new budget classification system; introducing a new project management system for line ministries (where both expenditure and revenue are reported); implementing a new coding system; improving the electronic transfer of data at the sub-district level; and upgrading the present system of RAS, DECS, FMIS, BMIS, and LMBIS.
